Overview

Our consulting client is seeking a Business Analyst to support strategic business and technology initiatives within the Children, Youth & Social Services Cluster. The organisation is improving the processes, systems, and service capabilities that support programs for children, youth, families, and communities. This role will play a key part in analysing business needs, documenting requirements, and supporting the delivery of practical, user-centred solutions across a complex service and technology landscape.

The ideal candidate will possess strong business analysis expertise, hands-on requirements elicitation and documentation experience, and a solid understanding of process analysis, stakeholder engagement, and solution delivery. This individual will work closely with program teams, product owners, project managers, technical teams, and business stakeholders to deliver high-quality outcomes within a complex and evolving environment.

Key Responsibilities

  • Lead and facilitate requirements-gathering activities with business, program, and technical stakeholders.

  • Analyze current-state processes, identify gaps and opportunities, and document future-state business requirements.

  • Translate business needs into clear, delivery-ready artifacts, including user stories, acceptance criteria, process flows, use cases, and data requirements.

  • Collaborate with Product Owners, Project Managers, Solution Architects, Developers, and QA teams to support solution design and delivery.

  • Support business-process improvement and service-modernisation initiatives across the Children, Youth & Social Services portfolio.

  • Make use of an Agentic approach to requirements analysis and documentation, ensuring outputs meet established delivery standards.

  • Support incident, defect, change, and enhancement activities by assessing business impact, clarifying scope, and documenting requirements.

  • Participate in testing, User Acceptance Testing (UAT), release planning, and business-readiness activities.

  • Develop and maintain business analysis documentation, knowledge articles, process documentation, and stakeholder communications.

  • Identify risks, dependencies, assumptions, and process impacts; escalate concerns to appropriate project or delivery leads.

  • Work closely with program and business teams to understand service needs and deliver fit-for-purpose solutions.

  • Contribute to delivery best practices, continuous-improvement activities, and documentation standards.

MUST HAVE at least 5+ years of proven hands-on Business Analysis experience.

Required Qualifications

•5+ years of proven Business Analysis experience in technology, consulting, public sector, or a complex service-delivery environment.

•Strong requirements-gathering, process-analysis, and stakeholder-management skills.

•Experience developing user stories, acceptance criteria, process maps, and business requirements.

•Experience supporting enterprise applications and Agile or hybrid delivery teams.

•Strong communication, facilitation, and problem-solving abilities.

Preferred Qualifications

•Experience in children’s services, youth services, social services, human services, health, education, or government.

•Experience with case-management or service-delivery systems.

•Experience with Azure DevOps, Jira, Confluence, ServiceNow, Visio, or Power BI.

•Exposure to privacy, accessibility, change-management, or modernisation initiatives.
